Line a muffin pan with paper liners and preheat oven to desired temperature (typically 350 degrees).
Mix brownie mix according to directions for cake-like brownies. Fill cupcake liners about 1/3 of the way with brownie batter and bake for 10-12 minutes. Brownies should still be wet towards the middle and more cooked around the edges.
Mix cake mix according to directions adding in toffee bits and place a large tablespoon on top of semi-cooked brownies. Bake for 15-18 minutes until baked completely.
Allow to cool and frost with a vanilla buttercream frosting.
